correct me here if I'm wrong..
the seio controller is the only controller that you can use almost any powerhead to work on with out breaking because it doesn't go off and on it just goes from 30%-100% power... but only controls two pumps and they alternate together...

all the other controllers require maxijets and thats about the only thing they will take..
with exclusion to say the hydor with is just cost prohibitive for the pumps and the control unit.
I'd love to find a middle ground i could put 2 decent powerheads on one side and than connect a seio to two stronger ones on the other to get a decent wave...
 
is there something that combines the low to high instead of the on and off with the alternation of other pumps
 
Wavemakers work best with DC motors. That requires that you are using a DC controller. Most wavemakers (shaped like surge protectors) are just on and off (AC). There are some good Vortech, Hydor, and Tunze systems, but they aren't cheap. Chances are you're going to have to pony up some money for a nice wavemaker, or live with the on/off of a cheapo wavemaker. I don't know of a controllable, reliable, cheap, worth putting in water wavemaker.
