Weekly water changes?

Buy a small submersible pump to drain the tank (more gph=faster)... Attach a length of hose to the output and run it outside. Should drain it in a couple minutes depending on pump rate.
You can also use an FX5 to drain your tank, they come with an extra nozzle piece to connect to the output line of the canister, where you can connect a piece of hose to it and run it outside.
 
If you're worried about the expense of the water, don't use a pyton. A python "wastes" a ton of water to create suction.

I use a submersible pump and a length of hose to pump the water out the window, and buckets to refill the tank. I like buckets because I have more control over water temp, and I like to add dechlor before adding the water to the tank, but I am in the planning stages for at least 15 more tanks, so I will probably upgrade to a temp controlled holding/treatment tank, and possibly an auto water change system.
 
Good filtration doesn't remove nitrates (unless specified)
 
testing your water will tell you how much you will need to change.
 
as long as your tank is set up properly and you aren't overstocked you don't need to do 50% per week. You can do 20% and would be perfectly fine.
 
scratch that last comment, I just saw the turtles as part of the stock. They are super messy and probably need 50%
