those are breathing tentacles. Usually endis have those when they are small but when they grow bigger, the tentacles will disappear.

That's strange. I have a very small endi and he doesn't have those tentacles sticking out and I would say that your endi's are not small. My endi is about 5".

They're external gills. Bichirs have them when they are very young and lose them as they grow. How long they retain them differs from individual fish. They could also lose them from other fish nipping on them.
