Has it always been like that? If so, it probably has a ruptured or underdeveloped swim bladder. Happens even in the wild, they're called "belly crawlers".
 
I dont see how petsmart/petco do with this convict either...
 
are the ohter two cons paired up? if they are male and female and the other one is female she is just very submissive because they have probably kicked her out of the group. If u had another tank and were able to move her ide bet she would perk right up if this truly is the case.

or the fish is kicked out of the convict group, or is just easily stressed. I have seen even oscars do this, and not just sulking, because it was an extended period of time. Ever spy on it, I've seen fish so afraid of peoples presence, but once they don't think they are in the vicinity, they swim everywhere.

He's been like this since last week. He wasn't like this before.

Maybe he's evolving into a flounder!
