How fast is your hairgrass growing...what are the specs on your tank? Substrate lighting fertz ect...

It's dwarf hairgrass, and it's not growing much any longer.
I stopped adding fertz about a month ago, so it really slowed down everything in the tank.
It's an 18w twist tube bulb, and it's a 15g tank.
Stuff like substrate and the brand of fertz i don't think would do you any good as they are purely danish brands

that tank is an example of a Good Fish habitat...

It looks like Blue Green Algae to me?

I had BGA once and it gave me the same "pearling" affect where it was really thick on the glass.
Its a bacteria and I'm not sure if its harmful.
