wet/dry filter question when power goes out for a long time

If you throw it in the tank, it should survive. Always best to do a water change after a power outage and to monitor the water quality by testing for ammonia and nitrites for a few days. I have never let my bioballs dry out.....I used to submerge them during power outages. I think the suggestion to get some ceramic media is a sound one. It would help immensely if you had a complete die off of the BB on the bioballs. I would test the water frequently if the bioballs were left out of water for 24 hrs.

This sticky is a really good one on preparing for power outages.
