What 1 Fish Can/Should I Put in my 10 gallon

Nope. Even two is pushing it, I've had one kill another one in a 10G, and it was planted. Maximum is three IMO, ONLY if they all get along, preferrably females, and EXTREMELY overplanted. Overplanted, as in more plants than water in the tank.
 
I like the black background idea with an albino fish.. if not tiger barbs, albino paradise fish would look sweet too. then you could add the albino corydoras with one of those if you'd want more than just the single specimen.

Yeah, I've heard each particular case is different. But if you only have two then the strongest one will direct all it's aggression towards the other one. If you have 3 in a heavily planted 10 gallon with plenty of caves you will most likely be fine, but you may end up having to divide the tank and take one puffer out.

You could also try some electric blue crawfish..... those two wont out grow the tank and they are very cool.

They need MUCH more space than that. 30 gallons minimum.

there is not official guide book. 3 of anything would not be comfortable in a ten gallon but 3 may survive ;)
 
In my opinion, you should be able to keep a group of small schooling fish in a 10gal easily. If they're schooling fish, they are already used to swimming near each other, right? Multiple semi-aggressive to aggressive fish would be a no-no, but I see no problem with even like 5 tiger barbs and a couple of cories. They all stay small, and they're a schooling species. As for 1 fish for a 10 gallon, you could get an easy-to-care-for fancy goldfish,or maybe a dwarf cichlid. There are a lot of gourami's that stay small enough for 10gal, as well as some ctenopomes. Namely microctenopoma fasciolatum and ansorgii. As with any tank, if you maintain it well (and we all know that smaller tanks are more sensitive) it will be fine.
