It really sucks when people are irresponsible with their fish, but in this case there really isn't anything that can be done. Don't even waste your time. This might sound bad but so many fish have worse fates then a crowded tank. You've told her once, so you know she is aware. You can make more of a difference by focusing on getting that info to people who care but really don't know.
