Throw your test kit away. Your nitrogen is no where near 0 ppm with that kind of stocking. Otocinclus can't eat green water, as it is unicellular. Check your phosphates, nitrogen and iron, using reliable test kits.

What WyldFya said, plus do 25-50% water changes every day.And turn the light off earlier.

if it is not ur light then try closing the curtain. the sunlight will cause an abnormal growth of algae

Is (12) 1 inch oto cats and 1 1/2 female betta to much in a 45 gal ?????. I used seachem test kit , mardel test strip. the jungle test strips where for pic ref only not the test I would have relied on. But are you saying there all three junk they seem to work on the other 14 tanks I have, maybe aren't perfectly accurate but they should show somthing ??????

With the koi having been in there, and the otos and betta in there now, your nitrogen is not 0. Unless you are doing 100% water changes every day, and use RO, or have really good water, your nitrogen is not 0.

By the amount of algae, I'd bet it's mostly due to sunlight from that window. Try closing the curtains, shutting off the ights for awhile and do many water changes (like others have said). If this doesn't work, you may have to buy a UV sterilizer.

Algae-fix will make you water crystal clear in about 15 Min's
It will also probably kill your fish so don't use it if you thought about it.

Algae fix kills both plants and algae, and can wipe out fish, as the dead algae will all die at once, creating a ton of ammonia.
