I have heard about good results when you take a small willow tree branch and place it into the tank. It absorbs all the excess nutrients and out-competes the green water. It works in just a few days.

Algae fix kills both plants and algae, and can wipe out fish, as the dead algae will all die at once, creating a ton of ammonia.

With a small amount of fish in a tank, you might just be able to remove the fish into another tank and add the algae fix. 30 Min's the water will be clear.
After the water has cleared, how many at what %water changes would have to do to get it closer to a safe zone for fish?
He only has Oto cats and a Betta so this might be a option for his type of situation?

In a planted tank, algae fix is a bad idea. It kills plants as a whole. Green water can be rid of by controlling feeding, water changes, and controlling the photo period.
