hard to say I can say that certain species of fresh water are alot harder to keep (discus being a good example) but for the most part they are even.
corals may be hard and alot of work, but so is a good planted tank with alot of variety.
I can say that there were many times that my pond would have easily been triple the work if not more than a salt setup. The expense also could go either way. Koi cna be some of the most expensive fish out there. and keeping them in pristine conditions can be more expensive on the filtration than a salt setup of the same size.
discus similarly can require alot of filtration. It all really depends. personally I don't think one is more expensive than the other. i merely think salt is shown as more expensive because people focus in on all the equipment. But cmon sure a protein skimmer cna be expensive, but so is an fx5.
