I’m not sure if there is a word for it. It’s probably just a juvie that is showing nice colors for its size.

How big is he? Looks at least 6-8 inches with the development in the hump and colors.

Yeah it would still be a juvi but that would also mean that's he's apart of the 1% group. You'll only have about 1% of FH's that end up with development like this one here. It's pretty rare to have one showing adult traits at such a small size let alone such strong traits. Either that or he was manually pumped full of male hormones to force this kind of development to happen.
I doubt he is really 3 inches, mostly 5 inches including the tail. So much inbreeding caused fish to get hump at smaller size but has also limited how big they get.
