As far as all the fish I have taken care of, giant gouramies. I don't know about puffers, I have not kept one but it would be interesting to see and know.
I've kept puffers and Giant Gouramis, and have both currently. GG's are by far the most intelligent fish I have ever known. and I worked in an LFS and had fun with a pretty intelligent guinea fowl puffer each shift. it would squirt water right into your eyes. cool little guy
from my experience red tail giant gourami. The fish always greets me and begs for food when i come in the room. When my wife comes in the room he bangs against the tank like he wants to fight her. probably because she doesnt feed him...but it is amusing.
