What Does 9.9 Mean?

Hi everyone. I've seen the numbers 9.9 for flowerhorns. Does it mean the fish is close yo a 10 MP?

9.9 is a the name a kamfa breeder group in Thailand. They produce some of the nicest MP kamfas out there. 9.9 does have a meaning to the name, but I'm not exactly sure how it goes.
