ribbon eels have a bad survival rate in captivity, as BIGgourami stated, a melatremus eel would be the best, liveaquaria.com sometimes have the in their WYSIWYG section, however they are 300-400 dollars. IMO, a snowflake eel will get to big for that sized aquarium. As tylerperkins stated, you could get a wolf eel, although not a eel at all, it looks like one and grows 18 inches in length, and will run you, at leat in my area 50-75 dollars.
 
yeah wolf eels are pretty good for a tank that size, however they can get a bit bigger than 18inches, i have a juvenile in my 4ft tank that is just starting to turn green and he is probably 21inches or so and will continue to grow.

also if u get one, get one while its still young (2months old or so) when its still pinky in colour as thats when they begin to create a temprament and gain character, mine is awesome, he comes out of his rock and will eat outta my hand, he knows when its me as soon as i walk into the room.

not to mention they get 5-6 feet long

what about a few engineer gobies? :D
 
The Golden Dwarf Moray is a great option, attractive looking specimen for an eel, small maximum size, however, expect to pay around $300 + for a specimen. That is if you can find one. A member here at MFK use to collect them, not sure if he is still around, good luck.
