You should be fine with the 30-60. Leave it on full flow and its a 330 gph filter. Thats about 15x turnover, and do a 5 gal water change every week and you should be fine.
You need a hob around 300gph and weekly waterchange will be fine. Avoid over feeding. This should buy you time to save up and convince your mom to let you buy a new tank.
