What fish has the best/most personality??

This is such an opinionated topic. There really is no answer to this. Personally, some of my cichla i had for 3+ years had the most personality. But IMO, RTC's have the most personality.

IME, as a whole, from most to least, but all decent:
fire eels, and some other spiny eels
silver arows
Gobies and gudgeons
bettas and other mostly solitary gouramis
puffers
pike cichlids
oscars and similar SA/CA cichlids (I don't say all cichlids, because some species all act about the same from fish to fish)
dats
loaches
green sunfish, warmouth, rock bass, bluegill

And goldfish/carp. Yes seriously. There's a reason people like them.
There are a lot of others, but those are my favorites.

I agree, ropefish are very personable and they do have different personalities. I think some people don't think so because their face doesn't change expression. I had group of them, but unfortunately some disease wiped them all out in a few days and completely passed up the other fish.
A couple of mine used to like being petted. They also like to "bask" out of water on filters and plants. I think they must crawl out of the water sometimes in the wild, which is why they are so bad about leaving the tank.

as someone said, its all in ones opinion but these are probably some fish (that if kept for 1 year +) everyone can agree have tons of personality..

large mouth bass mine would see me from across the room when i would open the freezer he would start acting crazy and splashing the top of the water
