What fish has the best personality?

I'd say oscars for obvious reasons, giant gourami more so but similar let's me touch him, giant snakeheads will stare at you tryin to work you out , red tail catfish are like puppys. My Midas comes up to the glass to see me in a friendly way. Also I have a texas x flowerhorn that eats out my hand and jumps for prawns!-) I've not kept marine but my friends do inc triggers an I see them a bit souless (sorry, gonna start a marine v fresh debate) such as guppys and neons, but I would really like a leopard grouper!-)

i know its a matter of opinion but most big triggers show much more personality than whatever large CA cichlid 'flavor of the month' that gets recommended these days does.

I'd say a Fire Eel. If well taken care of, fire eels are one of the most "personable" fish you'll ever see. Mine will push its nose against the glass, staring at me, begging for food. When it sees me it gets all excited. It is smart enough to differentiate between me and other people. When my arm is in the tank, it likes to swim it's body against it. It also enjoys being pet, even to the point that it will roll upside down and have me pet its belly. If I drag my finger along the outside of the tank, it will follow my finger and swim in the pattern my finger goes. If he is resting, I just have to signal to him to come over to me, and he will.

Amazing, do you think the small spiny eels like peacocks are as sociable?

It's hard to say. I had a peacock eel at one point, and even at 10" long he wasn't nearly as sociable as my fire eel is. My fire eel didn't start becoming like this until he was over a foot long. And the bigger he's gotten, the more sociable he's become.

Yea, it seems like the bigger and aggressive fish are always a lot more sociable

Yes they are I saw one at the hidden reef and it was about a foot and it left a lot of scratches in the glass was a psycho defiantly had a lot of energy best kept solo but I heard with smaller Africans they will do just as good
