Not a leporinus...being a Characin, leporinus have a smaller, second fin (adipose fin), behind their dorsal.

Your not helping at all. Banded Leporinus' have about 8-11 stripes, the fish in question has quite a bit more. You have one and your saying that's what the fish in question is?

But its definitely a bottom dweller of some type, he swims a lot around the bottom.
