what happens if an aquarium heater is turned on out of water?

I've seen them shatter and the glass get into gravel. I had to help my buddy remove all the gravel because the glass was in it.

my experience is i was doin a water change and forgot to turn it off. sure enough it not only cracked but somehow caught on fire. not cool at all.
some off brand piece of crap heater. now i make sure i unplugg the heater b4 a wc. lol
