what helps grow damaged fins back best?

This is what is looked like the day I got it. Not too bad for $15 in a place with hardly any good lfs around.
 
i usually go with clean water - avoiding using any chemicals, as you have to disturb the filter etc.
regular water changes works for me.

I'd dump the carbon altogether if I were you. It won't pull salt out, but it pretty much pulls everything else out, both good and bad. Lots of discussion about it's effect on large cichlids such as Oscars and possible links to HITH.

It's impact on trace elements is a big topic of discussion around the internet and it's effectiveness is generally short-lived. Pretty expensive way to accomplish what weekly water changes will do better. Just my opinion here of course

what do you use in your filter then? i notice your water is crystal clear, and carbon usually helps with that?
 
75% w/c per week, and add some salt and melafix if you feel like it.

Cichlids grow fins back pretty easily. I wouldn't really worry about it. Just keep your tank clean and stress free.
 
^^ 50 micron filter socks and Purigen. Ive got one bag of Puirigen that I used for almost 10 years. Recharges in a bleach solution and back in the tank it goes. Only absorbs organic impurities and leaves trace elements untouched
