Your handmade one refracts the light (actually better for a tank, dispursing light rather than a concentrated beam) because of the uneven reflector material.
A cheap used light meter should be all you need (camera shop, thrift store (sorry I don't know what they are called their, if it had to do with old VW's I would know
)).
Make or find a white disk (plastic lid?) 4" - 5" in diameter and attach it to the end of a dowel rod at a right angle so that you can palce it in the water at different depths and see the light reflected (so you can get an idea an how much light there is at various levels).
