What is the biggest fish a Silver Arowana/Redtail can eat?

"Full grown" is not a universally accepted standard of measurement. Try inches or centimeters. If you don't know exactly how big the fish is, and since its impossible to guess how big a fish can get its also impossible to be certain how big a fish it can eat.

Let me rephrase that,
Just dont put anything in the tank that looks like it could fit in its mouth. Common sense, buddy.

What about Electric Yellow Cichlid (7.8 inch), also what about the Clown Loach (11.8 inch)?

If you planning on keeping the yellow cichlid and clown loach with the rtc, they will end up as food. An rtc will be able to fit a much large fish than that when full grown.

Also, we can't really answer your question accurately, because we don't know how big of an arowana and rtc you are talking about. "Full grown" doesn't tell us how big it is.
 
my 15" silver doesnt bother my 4" rainbow sharks ever but he loves 2" minnows. a "full grown" silver arow could be 40".

They both grow to 120 centimeters.

When was the last time you saw an arro that was exactly 120cm? They don't all top off at the same length, and they dont all have the same personalities. You might get an arro that leaves everything else in the tank alone, and you might get an arro that just kills everything for the fun of it. You can't be sure, so to be safe just don't put anything in the tank that can fit into its mouth.
I'm pretty sure that rule applies to all fish. Whether he'll kill it out of territorial agression or not is another story.
