What is the cheapest way to get black substrate?

I may get a 90 gal tank but I am worried about the substrate cost. I want black. I am not going to have live plants, so that's not a worry.

If their is a way to get cheap but reasonably nice plants i would like that info a well.

paint the bottom of the tank would be cheapest.
but black pebbles are prob second.
but honestly its worth the money to go with black sand
 
Yep,paint the other side of the bottom.
 
paint the other side of the glass on the bottom black.
or if you want real substrate then you can get cheap stuff of craigslist
One more option is cleaned pool filteration sand

$7 can or rustoleum (not spray) and a foam roller under $10 including the gas to go and pick it up!
