Breeders usually use BB tanks as grow-out tanks. Breeders have multiple tanks, requiring multiple equipment. They don't want to worry about the extra expense of buying substrate, decor, etc. They don't care about how the tank is aesthetically pleasing, they just want good high quality discus.
I've known a few people that grow out tanks in BB tanks and tanks with substrate or even planted. All I've seen kept beautiful discus. It's basically depends on how well you keep up on the maintenance and feeding.
