Nah, the raw number of posts still happen and the effect on the servers is still there. All the 'posts don't count' thing does is keep people who tend to favor chatting in the off topic sections from having artificially inflated post counts. And your post count is what determines your rank.

but really, as chixulub said thats why off topic posts/areas don't count. Your post count comes from the areas where you provide information and talk fish =)
