What is this on my oscar???

Giving feeders is a accident waiting to happen, unless you breed them yourself, feeder fish such as goldfish or minnows are well known carriers of many diseases and a host of parasites, as you have just found out. Your fish are much better off eating pellets or any other commercially prepared foods.
Feeders are also lacking in nutrients, because they need to be inexpensive, they are raised in crowded conditions, fed low quality foods, and other than, for your entertainment value, bad for your fish.
 
Your fish appears to have Saprolegnia which is a true fungal infection. I would use either Mardel Products Quick Cure which is a combination of Malachite Green and Formalin or API Fungas Cure which is Victoria Green and Acriflavin. Both will be effective against this.

This was almost certantly brought in by the feeders that are usually kept in crowded contditions which become a breeding ground for mold spores, IPs and other nasty things you don't want to introduce into you tank. Thiaminases is also a concern for fish feed exclusivly or primarly feeders. It will be much better for your fish to eliminate the use of feeders and stick to a high quality pellet.

Do a large 50% water change and substrate vacuming. Remove any carbon from the filter and follow the instructions on the package.

I just feed them feeders occasionally from a reputable fish store and get some cool slo-mo feeding footage for my youtube but the ONE time i get feeders from petsmart this happens... But oddly enough, the oscar is now completely CLEAR!!! There is almost no trace of the spots and he is swimming normally... I didnt even do anything... But, i am still going to treat it like you said just in case... Thanks 4 info! :)

If all signs have disapeared try treating with stright Malachite Green if you can find it as a frist line treatment. If you can't find it use one of the two meds above. Either way you should be ok but let me know if anythig else devlopes. Remember clean water and clean environmet are the best preventive measures you can take. Leave the feeders at the LFS.
