It is hard to see. maybe a couple more pictures to show better detail. Then i might be able to help better or some one else. 
water spots on the outside of the tank?
do you have any better pics or can you describe them better? fuzzy, slimy, sticky, crusty ect....

i will try to describe as clear as possible..
well, basically the whole glass is full of very very fine white dirt, just that some of them is a bigger spot as u can see in the picture..
however, the bigger spot can be easily remove by just touching it softly..
those very fine dirt is pretty difficult to be removed, i really have to use some force on my finger to clear it
it is not slimy, not sticky.. i think it is fuzzy.. i never touch something like
that before..

hahaha hmmm... has it been there for a while or is this a new setup...
it almost sounds like calcium deposits or something... maybe some sort of algae... is it at the top of the tank (water level) as well or just under the water?

wow. I have no idea. this one completely stumps me on any ideas that were comeing into mind. ill read my books and see if they may have anything that could possibly help.
