Is your tank in full sun?
 
It looks a lot like the stuff I had in my fish tank a month ago! Turned out to be fish slime coat oddly enough. I did a big water change, cleaned up my plants and added stress coat, and it went away.
 
Lower your photo period as well as dose some Flourish Comprehensive (is said to choke out algae). The toothpick twirling thing will only get rid of it temporarily, same with the soaking of the affected plants in vinegar/peroxide. If there's a nutrient imbalance or too much lighting present the algae will just come right back. Mollies and Siamese Algae Eater's (NOT Chinese) will eat hair algae as well. Good luck, it's a curse.
 
American flag fish are fairly small, I've never seen one over 5 inches, they look like mollies.
Algae is usually a sign of high nutrients which are reduced by water changes, and not overfeeding. How long are your lights on? many too long. Maybe getting sunlight?
Because anubis are such slow growers algae can easily take old if not enough water changes and too much light.
This anub gets only 9-11 hours of light per day.

OMG ITS GOTTEN OUT OF CONTROL!!! I CANT KILL HAIR ALGAE! I THOUGHT YOU WERE JOKING ABOUT THE CURSE THING! ITS EVERYWHERE!!!! PLEASE QUICK TELL ME HOW TO KILL IT IVE GOT A BOTTLE OF ALGAECIDE IN MY HAND AND IM ABOUT READY TO POUR THE WHOLE DAMN THING IN!!!!! I TRIED TAKING IT OUT WITH A GRAVEL VAC AND IT DOESNT WANNA GO. I CANT GET IT OFF THE PLANTS!!! IM LOWERING MY LIGHTS TO 6 HOURS A DAY. NO WAIT MAKE THAT 5 HOURS A DAY
