That's what the African Pike is...Hepsetus odoe,sometimes known as the African Pike Characin.

How big do these guys get?

Biggest I've seen was around 15". This guy looks pretty skinny but should bulk up quickly if it's eating well.

Dermal flaps, maybe? Not sure exactly where you are looking, but this fish has those.

He looks fine to me. Just feed him and you should have quite a nice specimen.
