What is this?

they def get bigger than 15" i had one just over 17" and it was gorgeous. id b a bit concerned with price since it looks thin, may be stunted based one head size vs body, and gill curl. they are a great fish similar to an ATF lite. very quick swimmer and possibly the best awareness ive ever seen from a fish as he would watch me from 20' away until i left the room
 
Ya it's been at my lfs for a while. If its stunted will putting it in a bigger tank help?

As others has said that is an African tiger pike or odor pike.

Move to other characins.
