blind cave tetras right now, but soon to be exochromis hopefully. want to say eyebiters considering i've only seen a single batch of them aside from a single trade in i've never seen them but the suprisingly low prices i've seen on them convince me not to say them

Then it's a good thing the OP asked for our "rarest" fish rather than just our "rare" fish, isn't it? This would be a pretty short thread if the only fish involved were ones that weren't purchased from a store.
