What is the definite way to tell the difference between a ST and IT?

No definite way... Must look at many things. Tail stripes, body stripes, body shape, color, size, blah blah blah. If that is the same on both sides, then it is an IT.

Here is a pic of a Dat labled as an IT (Datonioides.microlepis) found on a Jap website with ST tail stripes.

That is an ST, D. pulcher. D.microlepis was a valid name until 1998 as ST and ITs were both thought to be the same fish. D. pulcher was first described in 1998 as a separate species.
