You can see that it's developing the faint red neck behind its gills. It appears to be a washed out/poor quality rotkeil or rotkeil cross. The facial markings would suggest it's a male.
Sometimes you get an oddball that just doesn't have much color. I had a female turquoise severum who was actually just solid grey all the time. She had no markings or bars -- just grey with a red anal fin. When I bred her to a nice turquoise male, most of the fry ended up looking like her -- all grey with no markings or bars.

How does it look diseased? It doesnt have ich I can assure you of that. It does habe something going on with its tail, but it isn't whitespot, its damage healing from a green terror that has been gone ages. It could well be stressed, though I dont know why, it has no cause to be.

Yeah, you can see the collar though it's very faint. I'd agree with Ryan that it's either a low quality rottie or quite liked a hybrid green/rottie.
It doesn't have ich. The white spots in the tail are likely scar tissue from old fin injuries. Some of my male severums and Krobia have the same thing where their fins have been shredded in fights. The fins heal and grow back but sometimes it doesn't grow back cleanly.
It definitely looks like a green severum. Either way, a nice fish!

It is a bit of a disappointment to some degree though, it hides most of the time, even though nothing is bothering it. And it doesnt look great most of the time either, though I wouldnt have chosen diseased looking as the way to describe it. I'd agree either a rottie or rottie/green cross.
It looks small though so should colour up with some good water and food. Maybe try a water change with rain water instead of out of the tap... Sometimes I have found this to help.
Also feeding a couple of live food treats might help small pet shop crickets or locus.
Any dither fish around?
