If you aren't going to be able to get a larger tank, then stick to smaller cichlids in the tank, like just the dempsey. most aquariums will not take in all the oscars, RTC, pacus, etc. from people who were 'going to upgrade eventually'. Keep the dempsey and maybe a convict or something like that. The oscar is not a good choice unless you know for a fact you will get a larger tank
