You might want to try live food like worms. Difficult for most catfish to refuse.

I found it hysterical how my oscars will eat anything that they see me eating. They actually ate an olive for pete's sake.

Eat some smelt in front of the tank, then drop one in for your catfish and see if he plays follow the leader.
