Petsmart, at least the ones near me are starting to sell dwarf cichlids, i think they are dwarf red flag cichlids. You could do a pair of either dwarf cichlids, apistos, gbr, or even badis badis for the bottom of tank, tetras for mid level of tank, and either hatchetfish or killifish for top

How about a Firemouth? They stay pretty small and are usually all bluff.

Convicts are too aggressive for the footprint a 20 tall has to offer. the male will eventually kill the female. They also hit 6"+. A solo specimen may work with no other cichlid type inhabitants.

20 tall. is way too small for discus and angles im pretty sure

Rams or apistos would go excellently in that tank, with room for tetras and some cories or a small pleco to spare. That said, I would not put cons, firemouths, or rainbows in a 20 high.
