what should my friend do with his tank

get him two oscars, have him try to do a planted tank while they grow. He will get the hang of levels and chemicals with the plants, it wont be pet store castles in there (thank god) and when he gets the hang of it the oscars will be big and he can have another preditory fish inthere with them.
don't know about doing planted first (the tank isn't even in its location). I have 1 planted tank and have a lot of money into it (he might decide against it) between good lights and eco complete.
But keep the ideas coming didn't think of oscars that is a good idea.
