Not true. They change just like any other fish.. Stress, temperment, waterquality, attitude etc. all play a role in how both species carry their colors. Both can and will from time to time completely lose or disapate their bars.
agreed with tongue on the bars 
also ocellaris do hold red eyes,but it doesnt develop untill they are larger...when young they will flux norm/red depending on mood ect just like monoculus....they are too young to tell imo wait untill they are 5-6" to know for certain
