what is the fastest way i can cycle my tank again? a good fish store near me is having a sale and i wanna try to get some new fish for the tank and i dont wanna have to wait the 5 weeks to cycle. does that stuff from the store where it says it has the bacteria in a bottle and all you have to do is pour it in the tank for days and then it is cycled actually work? or can i ask for something from the fish store like something from the filters they use to add into mine. i did it the hard way last time. i changed the water constantly and that was a hassle

I've used the bottle with great success over the years. Another option is to ask the store if they can give you any of their media in their filter to take home with you to give a jump start to your tank. This would probably be the best option in my opinion.
If you postively cannot wait for the tank to fully cycle, then you've got the option of doing 40%-50% water chances everyday and use Prime with each water changes until the tank is cycled. Even then, you should get the least amount of fish you absolutely gotta have now.
In regards to carbon, its not necessary. They can actually cause more issues then help. The only time I have ever use them it is to quickly remove medications.
