can never go wrong with Cards.. ever...roselines get fairly good size.. if you like bigger they would be my second choice. nothing that tops seeing a giant school of cards though. for such a tiny fish they're schools just look "right" in a planted tank.
Cardinals are beautiful in large groups, but mant people have trouble keeping them alive. I have lemons with my discus. they color up nicely once they leave the lfs, and are almost always schooled.
Boesemani Rainbow (Melanotaenia boesemani) they are very pretty, shoal and do well in a planted tank.
Also I know you said you wanted color, but ghost catfish look amazing in planted tanks, they had a 65 bowfront planted tank at petsmart for a long time that was heavily planted and they had ghost cats in it, it was so pretty.
I am looking for a fish that doesn't get too large that shoals.
I have a 200 gallon tank that I am slowly planting. And I want to add some color, but nothing large or aggressive.
Please comment with ideas!

Hmmmmmm, 200g in need of some shoaling fish.....Try what I did, 40 Cardinal Tetra.......My 180, 8ft tank looked bare when I first got it......I needed some cool fish to start the cycling, I bought 60 Cardinal Tetra and 2 dozen Tiger Barb.............
