Fill it with tissues. The way you're ready when people start crying about what you can't keep in your tank.

Plants and neons would be ok for a desk tank.
You could also probably get away with a pea puffer if you wanted to go the puffer route.

I don't know about the dwarf puffer. They pace and stress in a tiny tank, even if all other needs are well met. Stick with less thoughtful species. Planted, a trio of neons might work out, just watch the nitrates.

Realistically, I would get the heater, reduce the filtration and get a dwarf frog. I hear they live a very long time and I know they are fun to watch.

old threads ftw. At my lfs I saw a really beautiful tank (im guessing around 1-2gal) with white sand and some cool rocks. it had a few beautiful serpae tetra in it. I wanna make a tank like that

do it asian style. first empty out the water. then fill it two thirds of the way full with koi or guppies. then add water. jk

seriously, first of all, I would definately do a species tank with the limited space. I'd do either four or five ghost shrimp, two or three bumblebee gobies, or a couple of pea puffers... on second thought maybe just one, idk

Use the one gallon as a piggy bank to save up to buy a bigger tank. Then use the 1 gallon as a bucket for maintaining the bigger tank.
