What would be better to get first?

As long as the filter is well established you should be good. When I redid my 30 gallon I didn't use any old water, but adding the established water is always a plus. Just perform a couple of water tests and you'll be good to go. You'd be surprised at how fast the parameters go back to normal when using established media and with the bonus of 40 gallons it'll be even faster. It only took my tank about 24 hours to return to near normal conditions.

When adding the soil just make sure you cap it properly, meaning you add enough substrate on top of the dirt that it won't leak out into the water column. My only mistake with this is that I didn't use a deep enough cap and somehow my bumblebee catfish dug deep enough to expose the dirt. No harm was done other than me trying to figure out the reason for an algea bloom, but I eventually figured it out.

If it was me changing the substrate is a total tank tear down. I would just layer the new substrate over the top of what you have. I think the gravel you have now is good you just want to change the color. Just add the other gravel over the top. Lighting I don't like LED's. Ive tried them I don't like how the plants grow under them. I would invest in T5HO but for now your shop lights could work if you get the right plant bulb for them.

So after talking to you I'm going to hold off in the substrate swap for the time being.

I did however come across the light i would like to get on Amazon for only 60 or 70 bucks I believe. I feel like I can't pass it up. I would still run the 18 inch bulb in the back if the tank along with the led bar. For reference, this how my lights are Currently set up.
