depends on the target species. If the pressure of the fighting fish exceeds the strength of the line, you can thread the line thru the guides and then put the terminal tackle on, tying it to the first guide. Then you can "strip" the line between the handle and the 1st guide like a fly rod. I don't think you can go with just the reel. I vote rod. With Sunfish I've used sticks with 5 feet of line on it with a hook on it.
That was when I couldn't work a spinning reel and every one I used self-destructed in a massive crow's nest.
I'd say the rod is. You need a sensitive rod for walleye and finesse fishing, and a good stiff rod for lunker LMB and pike. I've actually split a walleye rod in half landing a 5 lb LMB on a walleye rod.
