Pool filter sand is used as the media in pool sand filters. It works great as substrate though because the grain size is larger than play sand. It's cleaner and sinks faster.
If you want black sand though, colorquartz is the way to go. A bit more expensive than pool filter sand, around $20 for 50 lbs, but way cheaper than what you'd pay at a pet store for black sand.
The PFS I got was 20 grade.

my 3m distributer sold me the sand for about $38 per 50lb bag. they told me that it wouldnt get cheaper than that. i asked them why werent they giving to me for the normal price of around $20 and then they told me that that was the price for contractors. it pissed me off.
That is true. I had to fight with one of the distributors to get the 50lb bag for $18. He said they are only $18 if i purchase at least 3 of them, otherwise i would have to pay $38. What the hell am i going to do with 150lbs of black sand for a 90gallon? After explaining to him the trip was an 1hr away, he talked to his manager and agreed to sell it for $18.XX if i payed cash.
