yeah sounds like an aggression issue to me, since he is so much smaller and the other O is used to having the place to itself, thats good that he is acting normal again the large may have decided to tolerate him but i would keep a close eye out for aggression or signs of damage to his fins
and yeah in low oxygen environments the fish will all go towards the top of the tank with the bodies angled with their faces getting as close to the top as possible (this really weirded me out when this happened to me and i couldnt figure it out and then i realized my spray bar was below the surface and not agitating it so they weren't getting any air, once i fixed it they were back to normal within minutes) but like i said this particular case definitely sounds like aggression
