What's this thing??

My sister in law found it on a plant by the lake while camping in central WI. Anyone know what it is?

It's solid to the touch and appears to be covered in sand. When I cut it open, it didn't goop out, so it's solid throughout. I took a cross-section out. I'm not dead yet so I'm assuming its not poisonous. Lol.

I dont remember whats its called but Ive read that develops when a Lake has clean water. Its feels like jelly right? Looks like a Jelly ball in the water or stuck on branches
