Pretty sure its a damsel fly nymph. They hatch by the thousands in lake when the water reaches a certain temperature, and the fish go nuts over them. They migrate towards shore, and crawl up on dry land to hatch. They're an easy target because they cant swim very fast. Once when they were migrating I collected about 100 of them and fed them to my fish, and they loved them!

Unlike dragon fly nymphs that can kill fish at least as big as they are the damsels make good chow for any insect eating fish 3" or longer.
yeah...i know it is not that (fed many to my fish...) But the other guys are on the right track, a larval form of some insect. Pretty sure not dragonfly...so yeah could be a damzel larva but not sure

They morph into damselflies then take weeks as adults to breed and lay eggs that often overwinter before hatching, they do not breed until the winged form emerges.
