Just bump temp to 82 degrees, and we'll see from there.

i thought that it had fin rot do to the spot on its fins so i raised the temp and then it started to scratch.

fin rot is caused by bad water. what's you water changes like? Just do a water change, keep temp at 82, and add salt.
If it's Ich....the high temp will make the "Egg's", white spots hatch quicker and the salt will kill the ich.

i dont know if you can see it but the rot on his fin is brown and he has had it sence i rescued him from a friends house about two weeks ago. i rased the temp two days ago so well see and i cant get him to eat i tried pelits,fish and shrimp and nothing. they feed him fu@#ing cat food. for years now he wont eat anything .
