Yes it is cycling, but with a fish you should care about in it. So you should go at it from both aspects. Ammonia at .25ppm is both safe for fish and enough ammonia to cycle the tank, so why wouldn't you do daily water changes in order to keep your fish healthy?
Idk if this is true I ask you since yior a pro if I fil tank with hose water I put hose in tank and that will cause a temp change will the aros scales start warping? Coning?

And I always have trouble doing the Amonia testing api test kit since it says well lit area but how much light test it in direct sunlight how to hold it what pose straight or tube on table on its side

I've never heard of this happening. I do 50% water changes, with cold water and it only drops the tank temp down a couple degrees. Never have has any issues with my arowana in the four years this tank has been setup, nor in any of the previous tanks before that.
